LUCID

 

Registration with the German LUCID system and the obligation to license packaging have been in effect since January 1, 2019.

January 1, 2019, is the date when the German Packaging Act (Verpackungsgesetz, VerpackG) came into force, establishing the LUCID Packaging Register.

Since this date:

  • Anyone who places packaging on the market in Germany (manufacturers, importers, e-shops) must be registered in LUCID.
  • They must also have a contract with a „dual system“ for packaging collection and recycling.
  • They must regularly report the quantities of packaging.

Onboarding and Initial Reporting

 

To integrate you into the German EPR system for waste, we will prepare the following for you:

LUCID:

  • Registration in the Verpackungsregister (LUCID).
  • Company verification and acquisition of a LUCID number.
  • Gaining access to the LUCID system.
  • Reporting planned waste quantities based on purchased licenses.

Dual System Contract:

  • Registration with a Dual System.
  • Assistance in preparing planned values.
  • Purchasing allowances for specific waste quantities.
  • Gaining access to the customer section of the dual system.

 

Regular Year-End Reports

Every seller is obligated to correctly report figures for the current year and plan for the upcoming year. For this reason, they are required to:

  • Prepare a Year-end report in the Dual System.
  • Prepare a Year-end report in LUCID.
  • Plan figures for the following year in the Dual System.
  • Plan figures for the following year in LUCID.
  • Settle any outstanding costs for the current year.
  • Pay for estimated reports for the following year.

Einwegkunststofffonds (DIVID)

 

The German Single-Use Plastics Fund Act (Einwegkunststofffondsgesetz, EWKFondsG) came into effect in 2023, with its main obligations commencing in 2024 and financial contributions starting in 2025. This act introduces extended producer responsibility for the management of waste from single-use plastic products placed on the market.

As of January 1, 2024:

  • Mandatory Registration: Anyone placing single-use plastic products on the German market (manufacturers, importers) must be registered in the new digital portal DIVID, managed by the Federal Environment Agency (UBA).

 

  • Fees and Reporting:
    • Producers are required to pay fees into the Single-Use Plastic Fund based on the type and volume of products they place on the market.
    • Regular reporting of the quantities of single-use plastic products placed on the market also occurs via the DIVID platform. The processing of this data will begin on January 1, 2025.

 

  • Fund Objective: The fund aims to financially contribute to the costs associated with the collection, cleaning, and disposal of plastics discarded in public spaces, such as streets and parks, and to reduce the environmental impact of these plastics.
